In 2009, the Bologna process will celebrate its 10th anniversary with a ministerial conference in Leuven, Belgium.
There will be reason to celebrate: the achievements of a decade of developing the European Higher Education Area far exceed what the original 1999 signatories could possibly have imagined.
But what will happen after 2010?With Sweden finally on board, the majority of the original Bologna signatories have now adopted the process’s two-cycle higher education structure model.
In parallel, some countries still offer their original five or even six-year programmes but across the board the transformation has been extraordinary.
For lay observers, this was always the most tangible outcome of the process.
Over time, Bologna has aligned European higher education to a much greater extent, first taking in all the issues related to the evaluation of higher education processes and results, and later even more general (and global) innovations.
These include student-centred learning and the social and cultural dimensions of higher education that are being promoted this year through a series of Bologna-related events by the Council of Europe.
The 1999 agreement stipulated that the original objectives had to be reached "in the short term" and "in any case within the first decade of the third millennium".
In 2005, midway through a much expanded process and with very few people having an overview of what was really happening in the rapidly growing list of signatory countries, ministers asked for progress reports.
These have been compiled for each country, with input from authorities, institutions and students.
Last year in London, Bologna process ministers asked for a full evaluation and this week, the Bologna Follow-Up Group will define the terms of reference for this evaluation in Brdo, Slovenia.
Back in 1999, Slovenia wasn’t even part of the European Union and this is a stark reminder of how the Bologna process was never meant to be a European Union affair, despite continuing efforts by the European Commission in later years to give it some EU cachet.
In fact, many would even argue today that the Bologna process became such a success story precisely because it did not evolve as a European Union initiative.
But the process is still an exclusively European affair and in some ways it has followed the European Union.
One of these ways is its presidency, whose rotation follows that of the EU and is now in the hands of the Slovenians.
They will face some challenging issues during the six months of their presidency.
"It is an interesting period indeed," said Darinka Vrecko, current chair of the Bologna process.
"We have to look both back and ahead.
One of our most important tasks is to prepare the evaluation of a decade of Bologna, which will help establish to what extent we have reached our operational objectives and whether they have helped achieve the strategic goals.
So we need a real evaluation: an independent assessment.
"Whether or not Bologna has achieved its original goals will not be the most sought-after answer from the evaluation.
"I think everyone has been surprised by the speed at which Bologna has developed," Vrecko said.
To the ears of many Europeans, even that sounds understated.
But it is important to remember that the past decade has been a tumultuous time in higher education around the globe, not just in Europe.
Therefore, the really interesting answers the evaluation can provide concern the changes in how European universities relate to their counterparts in the rest of the world.
How much of Bologna would have been carried out without the process is a question will never really be answered, but Europe’s relative ranking in the global knowledge race will undoubtedly be addressed.
And this will have implications for the future of the Bologna process.
"The London Communiqué (2007) also asked the Bologna Follow-Up Group to look ahead beyond 2010," said Vrecko.
"We started this work.
It is a huge task but one of our current priorities.
To tackle it, we have called an extra Follow-up Group meeting in Sarajevo in June.
It will be preceded by a Bologna seminar on the topic in Ghent in May.
"Exactly what is meant to happen after 2010 is still anybody’s guess.
There are those who want to blast full speed ahead, using the surplus momentum for even further-reaching changes.
Others warn the Bologna achievements are too often superficially measured only by the results of the countries that have made the greatest progress.
Germany is still lagging in implementing the two-cycle system and the reality of quality assurance in the majority of Bologna countries is still a far cry from the aims of the Standards and Guidelines drawn up by the European Association for Quality Assurance in Higher Education.
It may be time for some consolidation.
Marlies Leegwater, senior policy advisor at the Dutch Ministry of Education, Culture and Science and head of the current Bologna Secretariat, is not easily tempted into crystal ball gazing but agrees that the Bologna train is unlikely to roll on with its current ferocity.
"You have to realise that countries are changing at different speeds, each from a different background.
Besides, you cannot overhaul the multitude of education systems of an entire every continent every ten years.
"Paradoxical as it may seem, changing the structure of higher education may prove to be the easiest of the myriad aims that have become associated with the Bologna process.
Reforms that touch education culture are proving far more troublesome to realise.
Implementing more student-centred education in particular meets strong opposition in some circles and indeed whole countries.
But while Europe levels out its internal differences, common priorities must be identified for the next decade of the European Higher Education Area as a whole.
"The key question for us who are working with Bologna on a daily basis is: what next?" said Leegwater.
"I could imagine that an important topic in the next decade will be the positioning of European higher education in the world.
"The upcoming evaluation is likely to offer hints as to what the future has in store for Bologna.
Will the name be given back to the Italian city where it belongs or will it end up living a life of its own in the history of European education?The London Communiqué asked for the evaluation to be ready by 2010, a year after the next Ministerial meeting.
An extra top has therefore been proposed for 2010 to discuss the results.
A final decision on the venue will be made in Brdo this week but the Vienna-Budapest combo is the main contender for a meeting hosted jointly by the Austrians and the Hungarians.
