The following email was sent by two members of staff at Monash University in Melbourne to the dean of their faculty who proposed making some of their colleagues redundant. Their comments will resonate among academics in universities around the world where research apparently counts for much more than teaching. Dear …Many thanks for your email. Your email invites those with comments to contact you. So here are our comments. You are a very silly man. You are very silly for the following reasons: You have invited some of the faculty’s best teachers into your office and you have offered them a voluntary separation package. These people are my colleagues and mentors. During my years [here], I have watched them shoulder the burden of teaching, and marking, and teaching innovation within the faculty. I have been pleased on their behalf when the quality of their teaching has been recognised through awards. If my colleagues accept the package they have been offered and leave the faculty, the teaching they do will still have to be done. So the faculty will need to employ, induct and train replacement staff. The replacement staff will be full-time and will cost just as much or nearly as much. If replacement teaching staff are employed on a casual basis, then this is going to be just as expensive under the new (draft) enterprise bargaining agreement that is expected to come into force in 2010. Under Clause 19 of the new (draft) EBA, most of our current sessional teaching staff will be entitled to apply for conversion to continuing staff basis. Moreover, under Clause 14. 3 of the new EBA, the university has undertaken a binding commitment to reduce the full-time number of sessional teaching associate academic staff as a proportion of the total full-time equivalent number of academic staff employed by the university. How are you going to contribute to the university’s commitment to reducing the number of sessional staff used for teaching purposes by getting rid of your best full-time teaching staff?There may be monetary savings to be gained by ensuring that most teaching is done by staff employed on a sessional basis, or by staff employed at a lower level of the pay scale. But such savings are surely going to be outweighed by the costs (reputational and other) that the faculty will incur due to poorer quality teaching. Offering your best teaching staff VSP’s is not a guaranteed way to maintain teaching quality. Moreover, following the Bradley Review of Higher Education, the university has entered into an undertaking with the [federal government] to ensure a higher intake of local students from lower socio-economic backgrounds. These students will require additional educational support in their learning. They need to receive, and deserve to receive, the very best in teaching and learning support. The faculty will have to commit additional resources to ensuring that they do. Offering VSPs to staff who currently possess the bulk of the teaching experience and expertise within the faculty is not a good way to do this. So obviously there can be no cost cutting justification behind your emails to selected staff to discuss their options. Nor was it an attempt to ensure good teaching quality. Hence the reference in your email to your desire to improve research output. But this is not a good way to achieve this either. If you get rid of staff who bear the bulk of the teaching burden, then that teaching has to be done by someone. If it is done by the staff who remain, then obviously they will have less time (or no time), to do research. So research output and quality will actually fall. But the really silly thing about all this is the way you have gone about it. Not only have you failed to abide by principles enshrined in the obligation to consult as outlined in the new EBA but you have distressed and alienated some of your very best staff members. In regards to the EBA, I refer to Clause 13 (consultation about change) and Clause 14 (job security). In regards to alienation of staff, I refer not only to those of my colleagues who accepted your invitation to a ‘chat’; nor just to those of my colleagues who received that invitation. I refer to all members of staff (including myself) who are distressed at the way certain colleagues have felt (somewhat justifiably I think) targeted without warning or consultation. From a selfish viewpoint, I do not want my friends and colleagues to leave. I have learnt a lot from them and I would miss them. Furthermore in relation to research, your email refers to “minimum standards having regard to faculty and university research performance expectations”. Oops! I am sorry to confess that, even after exploring the faculty and university websites, I remain unclear as to exactly what these expectations are. I am aware of the 40:40:20 expectation but the EBA clearly indicates that this is not binding and can be altered for individual staff. For example, most professors (including yourself) do not spend 40% of their time teaching. Can you please clarify what the minimum standards for academic staff research output actually are? How many articles in what rank journals over what period of time – that sort of thing? Do books count? What about the feedback I gave to the UK government’s review of the OECD Guidelines for Multinational Enterprises or the work I do as an associate editor for the journal [I contribute to]: do they count? What if I don’t publish any journal articles but produce a book?Finally, I would like to suggest that it was somewhat cowardly to refuse to meet with the union when a meeting with yourself was requested. Instead, you have chosen to hide behind “Monash’s Employee Relations Group” which will report back to you on the outcome of discussions with the union. I hope you might reconsider that. Best wishes.
