America is losing the competition for international students because its competitors have what the US lacks: a proactive national strategy to mobilise all its assets and enable the federal bureaucracy work to attract international students, according to a new report.The report, subtitled Preserving our welcome to the world in an age of terrorism, was prepared by the Secure Borders Open Doors Advisory Committee*. It calls on the government to articulate such a national policy and assign responsibility for its implementation to a White House official. The committee was established to advise the US departments of Homeland Security and State on their mission to protect “not only America’s security but also our economic livelihood, ideals, image, and strategic relationships with the world”. “Our long-term success requires not only that we deter and detect determined adversaries,” the report says, “but also that we persuade millions of people around the globe of our ideals – democratic freedom, private enterprise, human rights, intellectual pursuit, technological achievement. “That persuasion requires human interaction and each visitor to the United States represents such an opportunity. The United States simply cannot conduct effective diplomacy – public or otherwise – if our citizenry does not have an understanding of the people we are trying to influence.” The report describes international education as a key component of public diplomacy and urges the government to boost international education in an effort to build ties of understanding and collaboration between the US and other countries. The report says generations of foreign policy leaders have “testified to the power of this public diplomacy tool”. It quotes President George W Bush referring to the difficulty of striking the right balance in visa policy: “We’re going to get it right, because the more youngsters who come to America to get educated, the more likely it is people in the world will understand the true nature of America.” The report notes that Bush’s commitment to strike the right balance is not yet fulfilled but it also points out that universities have unique responsibilities in this area: “They must continue the stepped-up recruitment efforts they have put in place since 9/11 and do everything possible to make their institutions more attractive and accessible to international students.” Although the value of the US dollar has dropped significantly and travel to America is “a tremendous bargain”, the report says the policies put in place to make its borders more secure are perceived as making travel to America more difficult and unpleasant for many foreign visitors than before 9/11 and in comparison with other countries. “Many opinion leaders overseas have been more than happy to label our new security programmes as the construction of a “Fortress America,” it declares. *The report is available at: www.tia.org
